The bill would have eliminated the 30 per cent rebate entirely for individuals earning more than $120,000, or families with incomes of more than $240,000, while singles earning more than $75,000 and couples earning about $150,000 would have received a reduced rebate.

The bill would have increased the Medicare levy surcharge for high earners without insurance.

The Government estimated the changes would deliver savings of $1.9 billion over four years.
