The Federal Government has trebled its investment in private health insurance in the past decade. It now spends nearly $4 billion a year in subsidies through the 30 to 40 per cent rebate offered to fund members, who represent almost half the population.

And yet that escalation has not contained average out-of-pocket gap fees, which last quarter passed through the $300 threshold for every hospital stay.
