Incentives to encourage private health insurance uptake keep people out of overcrowded government-run hospitals. Tax concessions for staff and not-for-profit hospital groups are justified, and if taken away by Treasury, could contribute to the not-for-profit hospital systems’ collapse. Government is at the decision-making end of the health reform agenda.

It is time it considers the value of not-for-profit service provision as part of a cohesive health system made up of strong government operated, commercially operated, and not-for-profit operated hospitals, all with an equal opportunity to deliver the best quality and best-priced hospital services.
