Is this a $100 billion double dissolution trigger?

The government announced the means test at the federal budget last May, saying it would save $1.9 billion over three years. The rebate would phase out for singles earning over $75,000 and for families from $150,000.

Those middle to high-income earners who dump their insurance as a result would be slugged with a higher Medicare levy.The means test amounted to a broken election promise and the Coalition blocked it in the Senate in September.

The legislation will be reintroduced this week and the Coalition intends to block it again, giving the government what Mr Rudd has hinted would be a $100 billion double dissolution trigger.
